How to Start a Shipping or Cargo Business in Nigeria (2026)
UK and US cargo, importing from China, freight forwarding and last-mile delivery: licences, partners, fees and systems
A practical guide to the four shipping business models, the NIPOST, CRFFN and Customs rules behind them, the April 2026 prohibition list, the National Single Window, and what it really costs to start.
How to Start a Shipping Business in Nigeria: The Short Answer
To start a shipping or cargo business in Nigeria, pick one model (UK/US-to-Nigeria cargo, importing from China, freight forwarding and customs clearing, or last-mile delivery), register a limited company with the CAC, get the registration that model needs (NIPOST, CRFFN or a Customs agent licence), sign partners at both ends and screen every parcel against the Customs prohibition list.
You do not need a ship, an aircraft or your own customs licence to start. Most cargo businesses buy space from airlines, shipping lines and consolidators, and hand clearing to a licensed customs agent. What you do need is paperwork that holds up at the port, honest pricing and a way to tell customers where their box is.
Musskart Technology Limited builds booking, tracking and clearing software for logistics firms. We are not customs agents or lawyers, so confirm your own case with a licensed agent and your lawyer.

Four Shipping Business Models in Nigeria (Pick One First)
“Shipping business” covers four different trades, each with its own customers, licences and cash cycle. Choose one before you spend on vans, warehouses or software.
1. UK, US or Canada to Nigeria cargo
The diaspora model: collect boxes, barrels and suitcases from Nigerians abroad, consolidate by air or sea, deliver to families in Nigeria. The firm abroad follows its own country's rules; in Nigeria you need a receiving hub, a licensed clearing partner and delivery capacity.
2. Importing from China
Buy goods (or ship for small traders) and sell or deliver in Nigeria. Commercial imports need an e-Form M at your bank, regulator permits where required, and a licensed agent. Check the prohibition list before you pay a supplier.
3. Freight forwarding and customs clearing
Move and clear other people's cargo. Forwarding is regulated by the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN); clearing for others needs a Nigeria Customs Service agency licence or a partner who holds one.
4. Last-mile and courier delivery
Deliver parcels inside Nigeria. Courier operators are licensed by NIPOST's Courier and Logistics Regulatory Department (CLRD); our logistics business guide covers this model.
Shipping to Nigeria From the UK: How the Cargo Trade Works
Searches such as “shipping to Nigeria from UK” come from senders. The firms serving them follow one chain: book, drop off or collect, weigh and label, consolidate, fly or sail, clear, deliver. Every handover is where a box can go missing, so every handover needs a record.
Air cargo is priced by weight, usually in bands. GIG Logistics publishes UK-to-Nigeria rates of £30 for 0.5–5 kg, £51 for 5.1–10 kg and £5.10/kg above 10 kg, delivered in 3–5 business days. Fez Delivery's August 2026 guide lists £5.80/kg from the UK (5 kg minimum), $9.96/kg from the US and $15/kg from China (10 kg minimum). Sea cargo is slower and usually sold per box or barrel.
Personal effects are not a loophole. Customs' own passenger guidance says personal and household effects admitted as baggage “shall not include any goods intended for sale, barter or exchange”. If your customers are really traders, their goods are commercial imports and must be declared that way.
Senders also pack food, medicines and toiletries, several of which are on the prohibition list below. And UK cargo firms handle customer data under UK GDPR as well as Nigeria's data law; we cover that side on our cargo company software page for UK, US and Canada shippers.
Licences and Registrations You Need
Which apply depends on your model, but all start with a registered company: the NIPOST, CRFFN and Customs checklists each ask for a certificate of incorporation.
| Registration | Who needs it | What the regulator asks for |
|---|---|---|
| CAC company registration | Everyone | A limited company registered with the Corporate Affairs Commission, with freight, courier or customs services in its objects. |
| NIPOST courier and logistics licence | Anyone carrying parcels for the public | Four categories (International, National, Regional, Special SME). A ₦20,000 application fee, Form A, a business plan, proof of office or warehouse, goods-in-transit insurance, minimum share capital, sample waybills and a premises inspection. Renewed yearly. |
| CRFFN registration | Freight forwarders | The CRFFN Act No. 16 of 2007 empowers the Council to regulate freight forwarding. Companies apply online, pass a physical verification (CAC documents, three years' tax clearance) and get a practitioner number. Members carry forwarders' liability insurance. |
| Nigeria Customs agency licence | Anyone clearing goods for others | 19 documents, including ₦1,000,000 fully paid share capital, three years' tax clearance, a bank recommendation, evidence of office and a scale of charges. Importers can instead get a self-clearance licence for their own goods. |
| Tax Identification Number (TIN) | National Single Window users | BusinessDay reported that NSW users must have a valid TIN. |
NIPOST licence conditions include publishing your prohibited items, transit times and tariffs, keeping a daily shipment register and resolving complaints within 30 days.
How to Start a Shipping Business in Nigeria: 8 Steps
1. Choose one model and one corridor
London to Lagos by air, or courier delivery in Abuja. A narrow start is easier to price, staff and insure.
2. Register the company
Incorporate with the CAC, get a TIN and open a corporate account. Ask your lawyer about the objects clause if you will forward or clear cargo.
3. Get the right registration
NIPOST if you carry parcels for the public, CRFFN if you forward freight, a Customs agency licence only if you clear for others. Otherwise contract a licensed agent.
4. Sign partners at both ends
A consolidator or carrier agent abroad, a licensed customs agent (Customs publishes the active list), a receiving warehouse and delivery partners in each city you promise.
5. Insure the cargo
Goods-in-transit cover is a NIPOST condition and Customs lists an insurance certificate among e-Form M documents. Agree in writing who pays when a box is lost.
6. Set prices and terms
Per kg, weight band, box or barrel, plus collection and delivery fees. Publish prohibited items, transit times and a claims policy before the first booking.
7. Put the paperwork into a system
Every box needs a booking number, label, weight, photo and manifest line. Spreadsheets work at first; then see the software section.
8. Launch small, then add routes
Run a few consolidations, measure claims and delivery times, then add cities or sea freight.
Prohibited Items: Check Before You Accept a Box
The Nigeria Customs Service publishes a Revised Import Prohibition List (Trade), part of the 2026 fiscal policy measures. ThisDay reported that it is dated 1 April 2026 and covers 17 categories. Several are things senders pack every week:
- Food: live or dead birds including frozen poultry; pork and beef; bird eggs; refined vegetable oil (crude oil is not banned); flavoured or coloured sugar in retail packs; cocoa butter, powder and cakes; tomatoes and tomato paste for retail sale; sweetened or flavoured waters and soft drinks (energy and health drinks excluded).
- Medicines: paracetamol, cotrimoxazole, metronidazole and chloroquine tablets and syrups; ferrous sulphate, folic acid and vitamin B complex tablets; multivitamins; aspirin; penicillin or gentamycin ointments; intravenous fluids; and several other named medicines.
- Household and building goods: soaps and detergents in retail packs; bagged cement; NPK fertilisers; corrugated paper, paperboard and cartons made from them; glass bottles over 150 ml; corrugated steel sheets; ballpoint pens and refills.
The list is written for trade and personal effects follow separate passenger rules, so ask your licensed agent how a specific consignment will be treated. The safe commercial rule: refuse listed items at drop-off, show the list on your booking form and record what each box contains.
Customs warns that false declaration leads to outright forfeiture. One box hiding a carton of soap or paracetamol can put a whole consolidation at risk.
The National Single Window and Customs Systems
Nigeria's National Single Window (NSW) went live on 27 March 2026. Phase one put SON, NAFDAC and Nigeria Agricultural Quarantine Service permits on one platform, and carriers submit sea and air manifests once. Users need a valid TIN; payments run through Interswitch, Remita and eTranzact (BusinessDay).
SON says import permits are now processed only on the NSW, where SONCAP certificates are activated for Form M, PAAR and clearance. BusinessDay's explainer puts Customs declarations in the third phase, due in the first quarter of 2027.
Customs processing runs through B'Odogwu, which the Service calls the Nigeria Trade Portal for traders, licensed agents and partner agencies. A new cargo firm rarely touches these systems; your licensed agent does. Your job is to hand over complete, consistent documents fast.
- Importing from China: Customs' import procedure starts with an e-Form M submitted to an authorised dealer bank with a proforma invoice, an insurance certificate and any regulator permits (NAFDAC, SONCAP and so on).
- Clearance deadlines: Customs tells importers to clear goods within 90 days of arrival at seaports and 30 days at airports; delays attract demurrage and the goods become overtime cargo.
What It Costs to Start a Shipping Business in Nigeria
Your biggest costs (warehouse rent, vehicles, staff, freight deposits) depend on city and volume, so we won't invent averages. These are the published official figures we could verify:
| Cost item | Published figure (new / yearly renewal) |
|---|---|
| NIPOST licence application fee | ₦20,000, non-refundable |
| NIPOST licence, State/Special SME | ₦250,000 / ₦102,500 |
| NIPOST licence, Regional | ₦2,000,000 / ₦440,000 |
| NIPOST licence, National | ₦3,000,000 / ₦627,500 |
| NIPOST licence, International | ₦20,000,000 / ₦1,877,500 |
| Customs agency licence | ₦1,000,000 fully paid share capital, plus prescribed licence fees |
| CRFFN registration | Application and registration fees set by CRFFN |
| Insurance | Goods-in-transit and liability cover, quoted by your insurer |
NIPOST charges a 12.5% penalty on late renewals, so budget for these fees every year.
Software. These are our typical ranges for cargo software, the same tiers as our cargo company software page. A fixed quote follows a free scoping call.
| Musskart cargo software | Typical price | Typical timeline |
|---|---|---|
| Booking + tracking web platform (quotes, bookings, labels, status updates, customer tracking page) | ₦5M–₦8M | 8–10 weeks |
| Full platform (warehouse intake, barcode labels, manifests, branches, customer portal) | ₦8M–₦15M | 3–5 months |
| Multi-branch with driver/agent mobile apps and a Nigeria delivery network | ₦15M–₦20M+ | 5–7 months |
SMS, WhatsApp message fees, hosting and payment-processor charges are billed by those providers and are not included.
The Software a Cargo Business Actually Needs
Start with a spreadsheet, a label printer and the WhatsApp Business app. Software matters once boxes go missing, customers chase updates all day or you cannot tell which consolidation made money. These parts pay back first:
Bookings and quotes
Customers get a price by weight band, box or barrel and book a drop-off or collection slot, so staff stop quoting by hand.
Intake with labels and photos
Each box is weighed, photographed and labelled with a barcode at the counter, which ends disputes about what was handed over.
Manifests and consolidation
Boxes are scanned into an air or container manifest, and the same list goes to your clearing agent and your Nigeria hub.
Tracking and handover
Status updates by WhatsApp or SMS, and proof of delivery in Nigeria with a photo, signature or one-time code. NIPOST also expects licensees to keep a daily shipment register.
Clearing agents and forwarders need a different system built around job files, Form M and PAAR references and demurrage alerts: our freight forwarding and customs clearing software.
