A Platform Migration Just Exposed How Fragile Agent Systems Are
The Nigeria Customs Service retired NICIS II in favour of B'Odogwu, its indigenous Unified Customs Management System, launching at PTML in Lagos in October 2024 and rolling out across commands through 2025. Whatever anyone thinks of the transition, it made one thing obvious across the clearing industry: most agents had no system of their own. Their operating record lived inside the customs platform, in a WhatsApp thread with the client, and in a physical file.
When the platform underneath them changed, the agents with their own job-file system carried on. The ones without spent months reconstructing where consignments were, which duties had been paid, and what they had already billed.
That is the argument for this software, and it holds regardless of which customs platform is live. Your job file, your client record, your documents and your financials should belong to you, in a system you control, referencing the customs platform rather than depending on it.
On integration, plainly. Direct system-to-system integration with the Nigeria Customs Service platform is not something a software vendor can simply enable. It requires authorisation from Customs, and access is granted to licensed parties under their terms, not ours. What we build is the agent-side system: structured capture of your Form M, PAAR, SGD and assessment references, document storage, deadline tracking and reconciliation against what the customs platform tells you. Where authorised API access exists or becomes available to you as a licensed agent, we integrate against it. We will not promise a Customs integration we cannot lawfully deliver, and you should be sceptical of anyone who does.
The Job File Is the Product
Everything in a clearing business hangs off one consignment. The system is built so that one job file holds all of it, and nothing about that shipment exists anywhere else.
One file, every document
Bill of lading or airway bill, commercial invoice, packing list, certificate of origin, Form M number and validity, PAAR reference and issue date, SONCAP or NAFDAC permits where the goods need them, the SGD and assessment notice, receipts, delivery order and the final gate pass. Version-controlled, searchable by any reference, and complete enough that a post-clearance audit two years later is a download rather than an excavation.
Deadlines that shout before they cost you
Free time at the terminal, shipping-line demurrage, container detention, Form M validity expiry, permit expiry. Each with its own clock, escalating alerts to the assigned officer, the operations manager and optionally the client. Demurrage is the single largest avoidable cost in Nigerian importing and it is almost always caused by nobody watching a date.
Duty and landed-cost estimation
HS code lookup with your own history of what each client's goods were classified as last time, duty and levy rates, VAT, ETLS, surcharge and the terminal, shipping-line and handling charges that make up the real bill. Produce a landed-cost quotation for a client in minutes instead of a day, and compare estimate against actual once the job closes so your quoting gets better.
Client portal
The feature every agent underestimates. Clients log in and see their consignment's stage, the documents, the charges incurred, what is outstanding and what is holding things up. Your operations team stops spending two hours a day answering "any update?" on WhatsApp, and importers who can see their own file stop believing you are hiding something.
Job costing and disbursements
Money advanced on the client's behalf tracked against money recovered, per job. Agency fee, duty paid, terminal charges, transport, and the informal costs that never make it into a spreadsheet. The report almost no Nigerian clearing agent has: profit per job, per client and per officer. Most discover that a client they consider major is actually their worst margin.
Haulage and delivery
Trucks assigned, drivers dispatched, container returns tracked against the empty-return deadline, proof of delivery captured on a phone with photograph and signature, and the demurrage exposure on unreturned containers visible before the shipping line invoices you for it.
