How Land Verification Works in Nigeria, and Where Software Fits

To verify land in Nigeria, a lawyer searches the title at the state lands registry, a surveyor charts the survey plan against government acquisitions, someone inspects the site, and court and company searches follow. A verification platform runs that workflow for many buyers at once, especially buyers abroad, with documents, field evidence and a signed report in one place.

An app cannot verify land by itself. Registry access is set state by state and is often manual, a lot of land has no registered title at all, and the opinion a buyer relies on must come from a lawyer or registered surveyor. What software does is make that professional work faster, consistent and provable — so a client in London or Houston can see who checked what, when, and with what evidence. Musskart builds the platform; the verification and the advice stay with your licensed professionals. Nothing on this page is legal advice.

We build these platforms for law firms, surveyors, proptechs, estate developers and lenders that verify land as a service. Typical builds run from ₦7M to ₦25M+ depending on scope (see the price table).

Why Buyers Abroad Pay for Verification

Distance is the fraudster's best tool. The Guardian reported in December 2025 that Nigerians buying from abroad "often struggle to independently verify land ownership and statutory approvals, leaving them vulnerable to multiple land claims, slow land registry processes and fraudulent documentation." A former chairman of an NIESV faculty told the paper: "In the past, investors relied on videos and pictures. When they come home and see something different, they are disappointed."

The Nigerians in Diaspora Commission has seen the fallout. Its legal unit received over 700 petitions from Nigerians abroad in 2022 (the commission did not break them down by subject), and its secretary told Daily Trust that year: "we are receiving petitions on a daily basis from diasporas that have been duped by their family members, by friends."

Forged titles are not only a private problem. In February 2026 the FCT Minister nullified 485 Area Council land documents that "failed the necessary official checks for genuineness and have been confirmed to be fake", according to a public notice from the FCTA land departments and AGIS reported by allAfrica.

That is the market: buyers who pay for evidence they can check from abroad.

Anambra's 31 December 2026 C of O Recertification Deadline

A public notice from the Anambra State Ministry of Lands, dated 1 September 2026 and reported by TheNigeriaLawyer, gives holders of old Certificates of Occupancy until 31 December 2026 to recertify their titles and have them captured in the Anambra State Geographic Information System (ANAMGIS). After that date the old system "will be shutdown indefinitely", and holders of old C of Os that are not recertified will not be able to carry out transactions such as mortgages, deeds of assignment, certified true copies and registration of powers of attorney through the ministry.

The ministry did not say unrecertified C of Os become invalid; the stated consequence is that those transactions are blocked until the title is recertified. Many affected owners live outside Anambra or outside Nigeria, which is a concrete opportunity for law firms with a client portal: collect documents remotely, track each file's status, send reminders and show the owner progress without a trip home.

The Verification Workflow Your Platform Runs

A typical Lagos due-diligence process, as set out by Resolution Law Firm on Mondaq in May 2026, gives a good template. Your platform turns each step into a task with an owner, a deadline and evidence attached.

  1. Intake and seller checks. Capture the property, the seller's identity and how they acquired it. Where a company sells, a Corporate Affairs Commission search confirms its status, directors and authority; where an attorney sells, the power of attorney is checked.
  2. Document upload. Certificate of Occupancy, Governor's Consent, deed of assignment, survey plan, gazette or excision, court judgment, probate or letters of administration — stored against the file, never as loose WhatsApp photos.
  3. Registry search. At the Lagos State Lands Registry a lawyer applies to search the title file using the title number, registration particulars, survey plan, block and plot number and location. The result is logged with who searched and when.
  4. Charting. A surveyor charts the survey plan at the Surveyor-General's office to see whether the land sits in government acquisition, a road alignment, a drainage channel, a coastal regulation area or excised land.
  5. Site inspection. A field agent visits, confirms boundaries and occupants, and uploads geotagged, time-stamped photos and video.
  6. Litigation and encumbrance checks. Court searches for pending suits, plus registered mortgages, charges or cautions found at the registry.
  7. Report and sign-off. The responsible lawyer reviews the evidence, rates the risk and signs the report the client receives.
  8. Perfection after purchase. In Lagos this typically means Governor's Consent, stamping and registration; the Land Use Act requires the Governor's consent for a later transfer of a statutory right of occupancy. The platform can track that file too.

Registry access differs by state. Lagos launched an e-GIS portal in January 2024 that, in the governor's words reported by TheCable, lets anyone "verify, search and apply for land titles, including the Governor's Consent" online. In the FCT, AGIS lists "property search and verification of land record" among its services. Anambra is moving titles into ANAMGIS. Where no online channel exists, the platform tracks the physical search instead. Our land administration and GIS page covers the government side of these systems.

What We Build: Platform Modules

Request intake and quoting

Forms for buyers at home and abroad: location, documents held, seller details. Automatic quotes by state and checks requested, and a file number on submission.

Document vault

Encrypted storage for C of Os, survey plans, deeds and IDs, with version history, role-based access and a log of every view.

State-by-state search workflow

Checklists per state for registry search, charting, court and CAC searches. Tasks are assigned to your lawyers and surveyors with deadlines and escalation when a file stalls.

Field-agent app

Android app for site visits that works offline: geotagged, time-stamped photos and video, a GPS boundary walk, occupant and neighbour notes, and a checklist the agent cannot skip.

Map and survey view

Survey coordinates on a map beside the charting result and the site visit, so location problems stand out.

Report builder

Templated reports with a risk rating, evidence links, the professional's sign-off and a QR code the client or their bank can scan to confirm the report is genuine.

Payments

Card and transfer payments through your own Paystack or Flutterwave account, with invoices, part-payments and refunds recorded against each file.

Client portal and updates

A status timeline for each property, secure messaging, and WhatsApp, SMS or email alerts at each stage — the visibility buyers abroad are paying for.

Partner network

Onboard vetted lawyers, surveyors and field agents by state, assign jobs, track turnaround and pay per file.

Audit trail and data protection

Every action logged and time-stamped. Built for the Nigeria Data Protection Act 2023: role-based access, retention rules and consent records.

What a Land Verification Platform Costs

LandSafe and Others: Build, Partner or Use a Service?

If you are one buyer checking one plot, do not build anything: hire a property lawyer in that state or use an existing verification service. LandSafe is the best-known example. A partner feature on TechCabal in May 2025 described reports in 24–48 hours in Lagos, Abuja and Ogun, built on registry cross-checks, site inspection and legal searches. Its website now lists registered title search, survey check, company search, building approval check and probate search, promises reports in under 24 hours, and publishes no prices on its home page.

Building your own platform makes sense when:

  • You are a law firm or surveying practice already doing verification and want to handle more files without more admin, under your own brand.
  • You serve a state or niche others don't, such as Anambra recertification or a hometown association's members abroad.
  • You are a developer or estate company that wants independent due diligence built into the buying journey for diaspora clients.
  • You are a lender that takes land as collateral and needs consistent title checks before disbursing.

Liability, Registry Access and Data: The Honest Risks

  • Liability for a wrong report. The person who signs carries the professional risk. The platform records exactly who checked what and when; talk to your lawyer and insurer about engagement terms and professional indemnity cover.
  • Unregistered land. Much land has no registered title to search. LandSafe's own FAQ says that without a C of O it checks "through local investigations" — your workflow needs a separate path for this.
  • Registry access varies. Online channels exist in some states and not others, and none should be scraped or accessed without permission.
  • Fraud inside the network. A fake field agent can upload someone else's photos. Geotagging, time stamps, agent identity checks and random second visits reduce that risk.
  • Personal data. Files hold IDs, addresses and financial details, so the Nigeria Data Protection Act 2023, enforced by the Nigeria Data Protection Commission, applies. See our NDPA compliance page.

Why a Nigerian Software Company for This

Musskart Technology Limited is a Nigerian company with its head office in Asaba and an office in Abuja. We work on West Africa Time alongside the professionals who will use the platform. For clients abroad we price in naira and agree a fixed quote after a call.

Relevant proof: the Elite Creed lending platform runs KYC with BVN and NIN checks, a ledger and reconciliation, and the ETK Mall marketplace handles payments through Paystack and Flutterwave. We have not built a state land registry and will not pretend otherwise.

Land Verification Platform FAQs

Ask the seller for the title documents and survey plan, then have a property lawyer search the title at the state lands registry, a surveyor chart the survey plan for government acquisition, and someone inspect the site. Add court and company searches where relevant. Verify before paying anything substantial. This is general information, not legal advice.

Instruct a property lawyer or verification firm in the state where the land is, not a relative or the seller's agent. Ask for the registry search result, the charting result, geotagged photos or video of the site and a signed report before you send money.

Partly, in some states. Lagos launched an e-GIS portal in 2024 for searching, verifying and applying for land titles, and the FCT's AGIS lists property search and verification among its services. Many records are still manual, and unregistered land needs local investigation.

Common Lagos title documents include a Certificate of Occupancy, Governor's Consent, deed of assignment, registered conveyance, gazette or excision, court judgment, probate or letters of administration, deed of gift and survey plan. Each must be checked at the relevant government office, not accepted as a photocopy.

A surveyor checks the plan's coordinates at the Surveyor-General's office to see whether the land falls within government acquisition, a road alignment, a drainage channel or another restricted area.

Holders of old C of Os have until 31 December 2026 to recertify and be captured in ANAMGIS. After that, transactions such as mortgages, deeds of assignment and certified true copies cannot go through the Ministry of Lands until the title is recertified. The ministry did not say old titles become invalid.

Our typical ranges: ₦7M–₦12M for one firm's request and reporting portal (3–4 months), ₦12M–₦20M for a multi-sided platform with a field-agent app and partner network (4–7 months), and ₦20M–₦25M+ for a multi-state platform with registry or GIS integrations (6–9 months). A fixed quote follows a free scoping call.

No. We build the software. Searches, charting, inspections and the opinion in the report come from your licensed lawyers and surveyors.

Only where a state offers and authorises a channel. Elsewhere the platform tracks the physical search done by your lawyer and stores the result as evidence.
