Software for Licensed Lottery and Raffle Operators in Nigeria

If you hold — or are applying for — a lottery, raffle or instant-win permit in Nigeria, the licence is only half the job. The other half is a platform that sells a ticket on a feature phone at 11pm, runs a draw nobody can quietly edit afterwards, pays winners without manual bank transfers and settles commission across thousands of agents. That is what Musskart Technology Limited builds.

We are a Nigerian custom software company. Since 2020 we have delivered over 250 projects, including wallets, agent networks, USSD channels, payment integrations and the ledgered, auditable back-office software regulated businesses live on. This page sets out what a lottery platform in Nigeria contains, the documentation regulators expect, what it costs in Naira and how long it takes.

Read this first: Musskart builds the technology. You obtain and hold the licence. We are not a regulator, a licensing agent, a testing laboratory or a certification body. Our job is to build a system that stands up to your regulator, auditors and test laboratory, and to document it so your application is not delayed by the software.

The Licence Classes Your Software Has to Serve

Nigerian lottery regulation is not one door. Since the Supreme Court judgment of November 2024, the National Lottery Regulatory Commission (NLRC) licenses lottery operations in the Federal Capital Territory, while each state regulates games of chance inside its own territory through its own lottery or gaming board. A game sold nationwide therefore means several permissions, and your platform must fence, price and report by jurisdiction. Your lawyers decide which doors apply; the software will satisfy them.

Operators come to us for one or more of four game families:

The Software & Security Documents a Regulator Expects

Applications stall on paperwork far more often than on code. A regulator reviewing an online lottery application wants to know how the system works, who can touch it, how a draw is protected and what happens when it fails. We produce this pack alongside the build, in your name, so your counsel has something concrete to file.

System architecture & hosting document

What the components are, where they are hosted, how they connect, which third parties are involved, and where player data physically sits.

Draw & randomness procedure

How a draw is triggered, who may trigger it, what the random source is, how the seed is captured, how the sales file is sealed and how the result is published. Your test laboratory reads this one first.

Security policy, access control & change management

Role-based permissions, maker-checker on sensitive actions, admin activity logging, multi-factor policy, environment separation, how code changes reach production, and key management for scratch-card PIN generation.

Data protection statement

How player data is collected, stored, retained and deleted under the Nigeria Data Protection Act 2023, supervised by the Nigeria Data Protection Commission. Your data protection officer signs it; we make the system behave accordingly.

KYC, AML and reporting controls

Gaming operators are treated as designated non-financial businesses in Nigeria, which brings SCUML registration and reporting to the Nigerian Financial Intelligence Unit. We build the identity checks, thresholds, watchlists and reports; your compliance officer owns the filings, and the same pack covers your responsible-gaming and business-continuity plans.

What We Build — Platform Modules

Every operator's game rules differ, so we scope from your rules, not a template. These are the modules a complete Nigerian lottery or raffle platform contains.

Ticketing engine

One ticket ledger for every channel — web, app, USSD, SMS and agent terminal. Number or auto-pick selection, multi-draw and syndicate entries, duplicate protection, a clean sales cut-off and a verifiable ticket reference.

Draw engine with auditable randomness

Scheduled and manual draws, a cryptographically strong random source, seed capture, sealed and hashed pre-draw sales files, an append-only audit trail, automatic winner determination against your prize tiers and a re-runnable verification report.

Agent & retailer network

Agent onboarding and approval, float wallets, a lightweight agent app, commission rules by game and volume, territory hierarchies, settlement runs and performance reporting.

Wallets, payments & payouts

Double-entry player and agent wallets, funding through Nigerian payment processors, prize crediting, bank-transfer payouts with approvals for large wins, unclaimed-prize handling and reconciliation across sales, prizes and settlements.

USSD & SMS channel

Menu flows for entry, number selection, balance and results; SMS keyword entry, result alerts and winner notifications; DND-aware messaging and full opt-in records, running on the shortcode and agreements you hold.

Scratch-card generation & validation

Secure batch PIN generation with prize distribution across the pool, encrypted storage, print-file export, distributor and batch tracking, one-time redemption and instant detection of invalid claims.

Responsible gaming

Age verification at registration, self-exclusion and cool-off periods, deposit and spend limits, session reminders, exclusion of restricted accounts on every channel, and audit records proving enforcement.

Reporting & regulator access

Sales by game, draw, channel, agent and jurisdiction; prize liability and payout registers; levy and good-causes calculations for finance; scheduled exports and, where required, a read-only regulator portal.

Player accounts & KYC

Registration, phone verification, identity checks against Nigerian identity sources, tiered limits before verification, duplicate-account detection, and a support console for resolving disputed tickets without database access.

How We Make a Draw Defensible

The single question every lottery operator eventually faces — from a player, a journalist or a state board — is how do we know that draw was clean? A screen recording is not an answer. Reproducibility is.

The same discipline applies to security: we can pair the build with a formal penetration test and security review before launch, so the report exists before a regulator asks for it.

Honest Pricing in Naira

Lottery platforms in Nigeria typically land between ₦5,000,000 and ₦30,000,000. The spread is driven by channels and game types, not page count.

Raffle / Single-Game Launch

₦5M – ₦9M

Web and mobile ticketing for one game or promotional raffle, player accounts, payments, wallet, the draw engine with a full audit trail, winner notifications and an admin back office.

Multi-Channel Operator

₦10M – ₦18M

Everything above plus the USSD and SMS channel, an agent network with float wallets and commissions, several game types and prize tiers, KYC and responsible-gaming controls, and regulator reporting exports.

Full National Platform

₦19M – ₦30M

Scratch-card generation and validation at scale, multi-jurisdiction rules and reporting, a regulator portal, distributor management, deeper integrations, hardened infrastructure and the complete documentation pack for certification.

Running costs sit outside the build price: hosting, SMS and USSD charges, payment processing fees, identity-verification lookups, any test-laboratory certification, and support. We quote those separately rather than burying them. See our full pricing for how we price software generally, and our cost-of-app-development guide for the wider picture.

How the Build Runs — and How Long It Takes

A focused first release usually takes 10 to 14 weeks. A full multi-channel national platform runs five to nine months. Licensing runs in parallel and is usually the longer path.

Weeks 1–2 — Game rules and compliance workshop

We sit with you and your compliance counsel to pin down game mechanics, prize structure, odds, cut-off times, channels, jurisdictions and the reporting your permits demand. Everything downstream depends on these.

Weeks 3–11 — Core build and channels

Ticket ledger, wallet, payments, player accounts, the draw engine and admin back office, then the USSD and SMS flows, the agent app and float wallets, scratch-card generation and reporting. You see working software weekly.

Weeks 10–13 — Test draws, security and documentation

Dry-run draws with seeded data, reconciliation testing, load testing at your expected peak, security review, and the documents your application needs.

Weeks 12–14 — Pilot, handover and support

A controlled pilot draw with real money at low volume, training for your operations and support teams, then launch. We stay on support afterwards — a live draw platform is never a hand-and-walk-away project.

Why Operators Choose Musskart

Lottery software is money software wearing a game's clothing. The hard parts are the ledger, the audit trail, the reconciliation and the payout controls — exactly the work we do every week. We have built wallet and agent systems, USSD channels, payment integrations and regulated back-office platforms across fintech, POS and agency banking and event ticketing, where a ticket must be unique, verifiable and impossible to redeem twice.

We are a registered Nigerian company with a physical headquarters in Asaba, Delta State, and a track record you can inspect on our project portfolio. You get a named engineering lead, weekly working software, plain answers on cost, and a team in your time zone you can reach on WhatsApp when a draw night goes sideways.

Frequently Asked Questions

Yes. Musskart builds the technology; you hold the licence. Since the Supreme Court judgment of November 2024, the National Lottery Regulatory Commission licenses lottery operations in the Federal Capital Territory while each state regulates games of chance in its own territory through its own lottery or gaming board, so a nationwide game means several permissions. Promotional draws normally also need a sales promotion permit from the Federal Competition and Consumer Protection Commission.

Between ₦5,000,000 and ₦30,000,000 for most operators. A single-game web and mobile draw platform with wallets, payments, an auditable draw engine and an admin back office sits at the lower end. A USSD and SMS channel, an agent network, scratch-card generation and a regulator reporting portal move you toward the upper end. See our full pricing page, or send your game rules on WhatsApp.

A focused first release usually takes 10 to 14 weeks: game rules, then the draw engine, ticketing, wallet, payments and admin, then testing and a controlled pilot draw. A full multi-channel build with USSD, scratch cards, an agent network and regulator reporting typically runs five to nine months. Licensing runs in parallel and is often the longer path.

No, and be careful with anyone who says they can. Musskart is a Nigerian software development company, not a regulator, a licensing agent or a certification body. We build and document the platform, and we prepare the technical material a regulator asks to see: architecture, the draw procedure, security, data protection, responsible gaming and reporting. Your lawyers file the application; the licence is issued in your name.

By making the draw reproducible instead of asking anyone to trust a screen. Sales close first, the sales file is sealed and hashed, and the draw inputs, the random source, the seed, the operator who triggered it and the result are written to an append-only audit log with hashes. For a certified game, your independent test laboratory certifies the generator itself.

Yes, and in Nigeria that channel often sells more tickets than the app does. We build a USSD menu flow for buying a ticket, picking numbers, checking a result and reading a balance, plus SMS entry and result alerts. You obtain the shortcode and telco agreements, since those are issued to the licensed operator. Every channel writes to the same ticket ledger.
