Buy First. Build Only When Buying Has Failed You
This is a market with real, working, cheap options and we are going to name them before quoting anything. hotspots.ng, WifiPadi, ISP Boost, Centipid and NextFi all serve Nigerian WiFi operators, some with free tiers. Internationally, Splynx, Powercode and the open-source Daloradius and FreeRADIUS stack cover the same ground.
If you are running one hotspot at a lounge, or a small estate network with two hundred subscribers on standard plans, use one of those. A custom build cannot beat them on price and will not beat them on time to launch.
Build when you have hit a wall those products cannot get you over. The real triggers we see: you operate multiple sites with different owners and need per-site settlement; you sell through resellers or agents who need their own portals, pricing and commission; your plan structure is unusual — shared family bundles, fair-usage tiers, night plans, campus semester plans, hotel room-charge posting; your per-subscriber SaaS cost has grown past what ownership would cost; or you are a Starlink reseller with a business model no ISP billing product was designed for.
The Network Control Layer
Billing software that cannot actually switch a subscriber on and off is a spreadsheet with extra steps. The integration is the substance of the build.
RADIUS and MikroTik
FreeRADIUS for authentication, authorisation and accounting, with MikroTik RouterOS integration through the API for PPPoE and hotspot users. Bandwidth profiles applied per plan, change-of-authorisation to upgrade or throttle a live session without disconnecting it, and session accounting that captures actual usage rather than estimating it.
Disconnect and reconnect, automatically
Expired subscribers suspended on schedule, and — the part that matters — reconnected within seconds of payment confirming, at 2am on a Sunday, without anybody logging into a router. Grace periods, partial-payment rules and a walled-garden page that tells a suspended user exactly what they owe and lets them pay from it.
Captive portal
Branded per site, with voucher redemption, phone-number and OTP login, social login, plan purchase in-portal, and a sponsored or free tier where the venue subsidises access. Works on the cheap Android phones your users actually carry, and does not break when a device tries to auto-detect the portal.
Vouchers and plans
Time-based, data-capped, or unlimited with fair-usage throttling. Batch voucher generation for printing and for agent sale, with each voucher traceable to the agent who sold it. Night plans, weekend plans, shared family or flatmate bundles, campus semester plans, and pay-as-you-go top-ups.

Subscriber billing
Recurring monthly, weekly or daily plans with automatic renewal attempts, proration on upgrade or downgrade, invoices and receipts, arrears ageing, and the debtor list your operations manager actually works from. Bulk plan and price changes without touching subscribers one at a time.
Payments that reach everybody
Paystack and Flutterwave for cards, dedicated virtual accounts per subscriber so bank transfers reconcile and reconnect automatically, USSD for feature-phone users, agent cash collection with instant receipting, and wallet top-ups. Reconnection triggered by the payment webhook, not by a human reading an alert.
Reseller and agent tiers
The thing off-the-shelf products handle worst. Resellers get their own branded portal, their own pricing and margin, a prepaid credit balance or a postpaid limit, their own subscriber base, and automated commission statements. Sub-resellers below them where your model needs it. This is how most Nigerian ISPs actually scale into new areas.
Support and field operations
Tickets from subscribers with the session and usage history attached so support is not guessing, installation and fault jobs dispatched to technicians on a phone app, equipment issued and tracked by serial, and site and tower records with the subscribers connected to each.
The numbers that run the business
Active subscribers by site and plan, churn, average revenue per user, collection rate, bandwidth cost against revenue per site, and which sites are actually profitable once backhaul and power are counted. Most small ISPs cannot answer that last one and are quietly subsidising a bad site.
Starlink Resellers and Shared-Bandwidth Operators
A model that barely existed three years ago and now supports a lot of Nigerian operators: one Starlink or fibre circuit, shared across an estate, a hostel block, a market or a set of small businesses, sold in affordable increments. No ISP billing product was designed for it.
The specific problems it creates, and what we build for them:
- Contention management. One circuit, many users, and a service that has to stay usable at peak. Per-user bandwidth caps, fair-usage throttling after a threshold, priority tiers for customers paying more, and time-of-day shaping.
- Cost visibility per site. Your circuit cost and power cost are fixed and your revenue is not. Real-time revenue against cost per site tells you whether to add subscribers, raise prices or close it.
- Very small payments. Users buying ₦200 of data for a few hours means transaction fees can eat the margin. Wallet top-ups so users fund once and spend down, cutting the number of chargeable transactions.
- Honest capacity limits. The system should stop you overselling a circuit rather than letting you find out through complaints. Subscriber caps per site with a warning before you breach them.
A note you should not skip. Providing internet access commercially in Nigeria is a licensed activity, and the NCC operates licence categories covering internet service provision and value-added services. Reselling a residential satellite or fibre service commercially may also breach that provider's own terms. Musskart builds software and holds no telecommunications licence. Check your NCC position and your upstream provider's terms before you scale, because the software will happily bill a thousand subscribers on an arrangement your contract does not permit.

Start narrow. Get the captive portal, the plan structure, payment with automatic reconnection and RADIUS control working on one site. That alone removes the manual reconnection work that consumes an operator's evenings, and it typically cuts churn because subscribers are restored instantly instead of waiting for someone to be available. Add resellers, ticketing and dispatch once the core is proven with real subscribers on it.
