Read This First: Musskart Does Not Issue Certificates
Musskart Technology Limited is a software development company. We are not an accredited certification body, we are not a registrar, we are not an appraised CMMI lead appraiser, and we are not an NDPC-licensed Data Protection Compliance Organisation (DPCO). We cannot and do not issue any certificate, maturity rating or compliance seal.
- ISO 27001 certificates are issued only by certification bodies accredited by a recognised national accreditation body. They audit you; nobody else can hand you the certificate.
- CMMI maturity level ratings are awarded only through a formal benchmark appraisal conducted by an appraised CMMI Lead Appraiser and published by the model steward.
- NDPA compliance audit filings are submitted to the Nigeria Data Protection Commission through an NDPC-licensed DPCO.
- HIPAA has no certificate at all. There is no official HIPAA certification anywhere in the world — only independent compliance assessments and attestations.
What Musskart delivers is readiness: the gap assessment, the security policies and documentation, the technical controls implemented in your software and infrastructure, the evidence collection, the remediation of findings, and coordination with whichever accredited body you appoint. If any consultant in Nigeria offers to simply sell you an ISO 27001 or CMMI certificate, walk away — a certificate obtained that way will not survive your customer's due diligence.
Why Nigerian Companies Suddenly Need This
A fintech now gets a 200-line security questionnaire from the bank it wants to integrate with. A hospital group is asked how it protects patient records before an HMO will connect. A software house bidding for a government contract finds the tender names a process maturity requirement it has never heard of. And every organisation handling Nigerian personal data at scale now sits under the Nigeria Data Protection Act 2023.
The awkward part is that these standards are not about paperwork. They are about whether your systems genuinely do what your policy document claims. Auditors ask for logs, access reviews, backup restore tests, change records and test reports — engineering evidence. That is why a software company is often the right readiness partner: someone has to actually build the encryption, the audit trail, the access control and the logging pipeline the standard demands. Policies alone will not pass a Stage 2 audit.
Below: what each framework requires, who needs which, the roadmap and realistic timelines, which parts are your job and which are ours, what it costs in Naira, and how to choose an accredited body.
What Each Standard Actually Requires
ISO/IEC 27001 — an information security management system
ISO 27001 is not a checklist of gadgets to buy. It asks you to run an ISMS: define the scope, identify your information risks, decide how you will treat each one, select controls, then measure, review and improve. The management clauses cover leadership, objectives, competence, internal audit and management review. Annex A lists the control set — in the 2022 revision, 93 controls across organisational, people, physical and technological themes — and your Statement of Applicability records which apply and why.
Certification is a two-stage external audit. Stage 1 checks documentation and readiness; Stage 2 tests whether the system is really operating, using records. The certificate runs on a three-year cycle with annual surveillance audits — an ongoing commitment, not a one-off purchase.
CMMI — process maturity, not security
CMMI is often mistaken for a security standard. It is not. It models how consistently and predictably your organisation performs work — engineering, project management, supplier management, quality assurance. Maturity runs in levels: Level 1 ad hoc and heroic, Level 2 managed at project level, Level 3 a defined organisational standard process that projects tailor, Level 4 quantitatively managed using data, Level 5 systematically optimising.
Most Nigerian software firms chasing enterprise or government contracts target Level 3, because that is what tenders name. The rating comes from a formal benchmark appraisal against real project evidence, conducted by an appraised lead appraiser, and is valid for a limited period before re-appraisal.
HIPAA — a United States law, with conditions
HIPAA governs protected health information in the United States. Its Security Rule requires three families of safeguards: administrative (risk analysis, workforce training, sanctions, contingency planning), physical (facility access, workstation and device controls) and technical (access control, unique user IDs, audit controls, integrity checks, transmission security). The Privacy and Breach Notification Rules add rules on use, disclosure and reporting.
It applies to a Nigerian company only when that company actually processes US-covered health data — typically as a business associate to a US provider, insurer or health-tech client, usually under a Business Associate Agreement. If your patient data is purely Nigerian, HIPAA is not your law; the NDPA is. And again: there is no HIPAA certificate, only an independent compliance assessment.
NDPA 2023 — the Nigerian law you cannot opt out of
The Nigeria Data Protection Act 2023 established the Nigeria Data Protection Commission and applies to anyone processing the personal data of people in Nigeria. Core obligations: a lawful basis for every processing activity, a clear privacy notice, a record of processing activities, appropriate technical and organisational security, breach notification to the Commission, honouring data subject rights (access, rectification, erasure, objection, portability), controls on cross-border transfers, and appointing a data protection officer where required.
Organisations processing personal data at scale — commonly framed as more than 2,000 data subjects — are treated as being of major importance, and are expected to register with the Commission and file an annual data protection audit through an NDPC-licensed DPCO. Unlike ISO 27001, this one is not optional and not a competitive advantage; it is the law.
Who Needs Which One, and Why
Picking the wrong framework wastes months and millions. In practice, the driver is almost always a specific external demand — a partner, a regulator or a tender. Match the framework to that demand:
Fintechs facing partner and bank due diligence
Banks, card schemes, payment processors and enterprise partners send security questionnaires before they will integrate. ISO 27001 is the usual answer because it lets you respond to most of the questionnaire with one certificate and a Statement of Applicability, and the NDPA applies regardless because you hold customer personal data. If you are building or hardening the product itself, see our fintech app development in Nigeria guide.
Hospitals, HMOs and health-tech handling patient records
Patient data is among the most sensitive category under the NDPA, so NDPA compliance is mandatory and an annual audit filing is likely. ISO 27001 is the credible security framework for HMO and enterprise due diligence. HIPAA enters the picture only if you also process US-covered data. Our hospital management system work covers the underlying record-level controls.
Software firms bidding for government or enterprise contracts
Read the tender carefully. If it names process maturity, you need CMMI. If it names information security, you need ISO 27001. Many larger tenders name both, and they are entirely different programmes of work — CMMI is about how you run projects, ISO 27001 is about how you protect information.
Any company processing 2,000+ data subjects
Once you cross that scale threshold, you are in major importance territory under the NDPA: registration with the Commission and an annual data protection audit filed through a licensed DPCO. E-commerce platforms, schools, insurers, logistics firms, HR and payroll operators and SaaS products routinely cross it without realising.
The Readiness Roadmap, Step by Step
This is the sequence we follow. Timelines assume a small to mid-sized Nigerian organisation with a reasonably modern stack and a responsive internal team; a sprawling legacy estate takes longer.
Step 1 — Scoping and gap assessment (2 to 6 weeks)
We define what is in scope — entities, systems, offices, data flows — then measure you against the standard clause by clause. You get a gap register, a risk assessment and a prioritised remediation plan with effort estimates. Nothing else should be quoted before this: until it is done, any price is a guess.
Step 2 — Policies, procedures and governance (3 to 6 weeks)
Information security policy, access control, cryptography, supplier security, incident response, business continuity, secure development, data retention and, for the NDPA, privacy notices, a record of processing activities and a data subject rights procedure — written to fit how your business actually operates, not downloaded templates that collapse the moment an auditor asks a follow-up question.
Step 3 — Implementing the technical controls (6 to 14 weeks, overlapping)
The engineering half, and the reason to use a software company: encryption in transit and at rest, key and secrets management, role-based access control, multi-factor authentication, centralised logging and immutable audit trails, tested backup and restore, network segmentation, secure SDLC gates in CI/CD, vulnerability scanning and hardened cloud configuration.
Step 4 — Security testing and evidence gathering (2 to 4 weeks)
VAPT across applications, APIs and infrastructure produces the test report auditors ask for, and the retest record proves the loop closes. Alongside it we collect operational evidence: access reviews, training logs, incident tickets, change approvals, backup restore results. Detail on the testing side is on our cybersecurity and security testing in Nigeria page.
Step 5 — Operate the system and run an internal audit (8 to 12 weeks)
For ISO 27001 this period is unavoidable. The system must run long enough to generate genuine records, then you hold an internal audit and a management review. Auditors look for evidence over time; a folder assembled the week before Stage 2 fails.
Step 6 — External audit or appraisal, and remediation (4 to 10 weeks)
You appoint the accredited certification body, CMMI lead appraiser or licensed DPCO. We prepare your team for interviews, sit with you through the audit, and remediate every nonconformity or finding raised so the corrective actions close cleanly.
Step 7 — Surveillance and maintenance (ongoing)
Certification is a cycle, not a finish line. Annual surveillance audits, an annual NDPA audit filing where applicable, recertification every three years for ISO 27001 and periodic CMMI re-appraisal. We can retain the controls, evidence pipeline and internal audit rhythm for you.
Technical Controls We Build Into Your Systems
These are the engineering deliverables behind the clauses. Every one of them produces evidence an auditor can inspect:
If a control cannot be evidenced, it does not count. So each one ships with the log, report or record that proves it is running.
What You Do vs What Musskart Does
Readiness fails when the split is vague, so we agree it in writing at kick-off. Here is the honest division of labour:
Your responsibilities
- Executive sponsorship and a named internal owner with authority
- Appointing and paying the accredited certification body, lead appraiser or licensed DPCO — the contract is between them and you
- Approving the scope, the risk treatment decisions and the policies
- Giving staff time for training, interviews and the audit itself
- Running the day-to-day operational disciplines: access reviews, ticket hygiene, incident reporting
- Appointing a data protection officer where the NDPA requires one
- Budgeting for audit fees, tooling and licences separately from our fee
What Musskart does
- Scoping, gap assessment and risk assessment against the standard
- Writing the policies, procedures and Statement of Applicability
- Engineering the technical controls into your applications and infrastructure
- Setting up the evidence pipeline so records generate automatically
- VAPT, remediation and retest
- Internal audit support and management review preparation
- Staff awareness training and audit interview coaching
- Coordinating with the accredited body you appoint, and closing every finding
We never sit on both sides. We prepare you; an independent accredited body judges you. That separation is what makes the outcome credible to the customer who asked for it in the first place.
What Compliance Readiness Costs in Nigeria
Fees depend on scope: how many systems and entities are in scope, how much engineering remediation is needed, and how many standards you are pursuing at once. Typical Musskart bands:
Gap Assessment
₦500,000 – ₦1,500,000
Scoping, clause-by-clause gap analysis, risk assessment and a prioritised remediation plan with effort estimates. The right first step for every engagement.
Full Readiness Programme
₦1,500,000 – ₦3,000,000
Policies and documentation, technical controls implemented, evidence pipeline, VAPT and remediation, internal audit support and audit coordination for a single standard.
Multi-Standard / Multi-Entity
₦3,000,000 – ₦5,000,000
Two or more frameworks together, several entities or offices in scope, or heavy engineering remediation across a large legacy estate.
Important: these bands cover our work only. The certification body's audit fees, the CMMI appraisal fee and the licensed DPCO's filing fee are charged separately by those organisations and are entirely outside our control. Budget for them from the start. Ongoing surveillance support is quoted as an annual retainer. See our pricing page for how we structure engagements generally, and note that we only quote a firm figure after the gap assessment, when the scope is known rather than guessed.
How to Choose an Accredited Certification Body
Since we do not issue the certificate, choosing well matters. A cheap certificate from an unaccredited outfit is worse than none — your customer's procurement team will check, and rejection costs you the contract you were chasing.
Verify the accreditation, not the logo
Ask which national accreditation body accredits them and for their accreditation number, then verify it directly on that accreditation body's public register. Anyone can print a logo on a PDF.
Reject anyone who consults and certifies
A legitimate certification body cannot both consult you into readiness and audit you. If one firm offers both, its independence — and your certificate — is compromised.
Get the full multi-year fee schedule
Stage 1, Stage 2, annual surveillance and recertification, plus auditor travel. Ask for all of it in writing up front so year two does not ambush your budget.
Check sector and regional experience
An auditor who has worked with Nigerian fintechs or health providers wastes far less of your time than one learning your context during the audit. For the NDPA, confirm the DPCO is currently licensed by the Commission.
We are happy to help you shortlist and evaluate bodies, review their proposals and prepare your team — while staying firmly on your side of the table.
