Software for the Company That Owns the Agent Network
Two very different businesses hide behind the phrase "agency banking" in Nigeria. One is the woman with a terminal outside a pharmacy in Asaba doing cash-in and cash-out all day. The other is the company that signed her up, gave her the terminal, funds her float, switches her transactions, pays her commission on Friday and answers for her when a customer's ₦50,000 does not land. This page is about the second business.
Musskart Technology Limited builds the agency banking and super-agent platform a network operator runs on: agent onboarding and KYC, a sub-agent and aggregator hierarchy, POS terminal fleet management, agent wallets and float, switching into bank and NIBSS rails, a configurable commission engine, settlement, reconciliation, dispute handling, and the agent app plus back-office dashboards that hold it together. We are a registered Nigerian company with 250+ projects delivered since 2020.
Are you in the right place?
If you want to become an agent — one terminal, one shop, earning on transactions — you do not need this platform. Read how to start a POS business in Nigeria instead.
If you need a bank's ledger — deposits, savings, loan origination and prudential returns — that is core banking. See microfinance and core banking software development. Many clients run both, and the systems talk to each other; they remain separate builds.
Who Commissions an Agency Banking Platform
Fintechs and payment companies
You have a wallet or payment product and now want physical distribution — agents pushing cash-in, cash-out, transfers and bills in markets your app alone will never reach.
Super-Agent licensees
You hold, or are applying for, a CBN Super-Agent licence and need the platform your licence assumes exists: agent registry, KYC records, transaction monitoring, limits and supervisory reporting.
Microfinance banks extending reach
Branches are expensive; agents are not. An agent channel lets customers deposit, withdraw and repay in their own neighbourhood while your core system stays the book of record.
Aggregators and master merchants
You sit under a licensed principal and recruit at volume. Your margin is the spread between the rate you receive and the rate you pay downline — so the commission engine is your business.
What We Build — Module by Module
An agency banking platform is not one app but a set of tightly coupled systems. Skip any of them and it surfaces in month three as a reconciliation nightmare.
1. Agent onboarding and KYC
Self-service application plus an internal review queue: business details, BVN and NIN verification, ID and utility-bill capture, guarantors, a geotagged shop photo and the settlement account. Configurable approval stages with rejection reasons, resubmission and a permanent audit trail. Agent category drives limits and pricing.
2. Sub-agent hierarchy and territories
Your network is a tree, not a flat list: super-agent, aggregators or master agents, agents, sub-agents — each with its own downline, territory, permissions, wallet and limits. Aggregators see only their branch; field officers are assigned states or LGAs and measured on active agents.
3. POS terminal fleet management
The module nobody scopes properly. A register mapping serial number, terminal ID and merchant ID to an agent, location and status; deployment, swap, repair and retrieval tracking; remote enable and disable when an agent leaves; health and last-seen monitoring; and idle-terminal reporting so ₦100,000 of hardware is not dead in a drawer. Where terminals are registered with the Payment Terminal Service Aggregator (PTSA) operated by NIBSS, we build the workflow your operations team needs alongside your PTSP and acquirer.
4. Agent wallets, float and liquidity
Every agent gets a wallet backed by a real double-entry ledger, never a balance column updated in place. Float top-up via dedicated virtual accounts credits instantly, cash-out debits before payout, failures reverse cleanly. Low-float alerts, auto-sweep rules and aggregator-to-agent transfers keep the network liquid.
5. Transaction switching and rails
Cash-in and cash-out, transfers over NIBSS Instant Payments, name enquiry, card acquiring via your acquirer or PTSP, bills, airtime and data, and BVN or account verification — behind a rail-agnostic switching layer with routing rules, timeouts and automatic failover, so one partner's downtime does not take the network offline.
6. Commission engine and tiered pricing
Rates per transaction type and amount band, volume tiers, aggregator overrides, promotional rates with expiry dates, caps and clawbacks on reversals. Instant credit to the agent wallet or batched payout. Data-driven and versioned, so you can prove what an agent earned on any date.
7. Settlement and reconciliation
Automated end-of-day settlement against bank, switch and processor records, three-way matching between your ledger, the rail and your bank account, and an exception queue for anything that does not tie out. Finance gets a report they can sign off.
8. Dispute and chargeback management
Customers will report debits without value. A logged workflow: agent or call centre raises the case, evidence attaches, it is tracked against the reversal and refund timelines in the CBN's electronic funds transfer regulations, and resolution is pushed back to agent and customer. Card chargebacks feed in from your acquirer.
9. Risk, fraud and AML controls
Per-agent, per-customer and per-terminal limits operations can adjust without developers; velocity rules flagging structuring and out-of-territory activity; device binding and geofencing on the agent app; blacklists; instant agent freeze; and exportable records for reporting to the Nigerian Financial Intelligence Unit.
10. Apps and dashboards
A white-label agent app (Android and iOS) for transactions, float, commission history and receipts; an optional Android app for smart terminals; an aggregator portal for downline management; and back-office dashboards for operations, finance, compliance and support with role-based permissions and full activity logging.
Float and Settlement — Where Most Platforms Break
Agency platforms rarely fail because the app looked bad. They fail on money movement, and three problems account for most of it — all decided architecturally in week two.
Balances that are not a ledger
A single balance updated in place looks simple until two transactions land at once and the number is wrong with no way to prove why. Every movement must be an immutable posting.
Timeouts treated as failures
A transfer that times out has not necessarily failed. Without idempotency keys and a requery-then-reverse policy, the agent retries, the customer is debited twice, and you fund the difference.
Reconciliation bolted on late
Added at the end, recon means matching thousands of daily transactions by hand. Built in from the start, matching is automatic and only genuine exceptions reach a human.
So we design the ledger, the transaction state machine and the reconciliation model before a screen is drawn — so you can always answer the two questions that matter: what do we owe our agents, and does the bank balance agree with our books?
Commission Tiers That Protect Your Margin
For an aggregator, pricing is the commercial model, not a settings screen. So rates are data-driven and versioned: a cash-out band from ₦1,000 to ₦20,000 can pay a flat fee while a higher band pays a capped percentage; an agent doing ₦20 million a month sits on a better tier than one doing ₦2 million and is demoted automatically if volume drops; aggregators take an override on downline volume; promotional rates expire on their own instead of quietly bleeding you for a year. Every change is stamped with who made it and when, so a disputed payout is settled with evidence.
Regulation: What You Hold, What We Build
To be completely clear: Musskart Technology Limited is a Nigerian software development company. We are not a regulator, licensor, certification body or accredited approval provider, and we cannot issue, sponsor or accelerate any licence, registration or certification. You obtain the approvals; we build the technology that satisfies them.
Central Bank of Nigeria (CBN)
Agent banking operates under CBN guidelines on agent banking relationships, and the CBN's payment-system licence categories define the Super-Agent category and its minimum capital. The CBN also revises agent cash-out limits periodically — which is why we build limits as configurable rules. Many operators hold no licence themselves and run under a licensed bank, mobile money operator or PSSP; confirm current requirements with the CBN through your advisers.
NIBSS, PTSP and PTSA
Interbank transfers run over NIBSS Instant Payments, and NIBSS operates the Payment Terminal Service Aggregator function through which POS terminals are registered and monitored. Deployment normally involves a licensed Payment Terminal Service Provider. We build the integrations; the connections are granted to you or your partner.
Data protection (NDPA / NDPC)
You will hold BVNs, NINs, ID images and transaction data. The Nigeria Data Protection Act 2023, overseen by the Nigeria Data Protection Commission, governs how that is collected, stored and shared. We build in consent capture, encryption, data minimisation, access logging and retention rules.
AML/CFT and card security
Agent networks are a known money-laundering vector, so KYC records, transaction monitoring, limit enforcement and suspicious-transaction reporting to the Nigerian Financial Intelligence Unit must be first-class features. Where card data is involved we build to PCI DSS-aligned practices — the certification is issued by a qualified assessor and your acquirer, never by us.
"Build Us an Agency Banking App Like Moniepoint"
We hear this brief most weeks, and it is reasonable shorthand. Musskart has no affiliation with Moniepoint, OPay, Palmpay or any other operator; what we build is your own platform, under your own brand, on your own infrastructure. Worth unpacking, though: those networks are a terminal supply chain, a licensed or sponsored position on the rails, a large field-recruitment operation, a float and settlement engine running continuously, a support desk — and only then an app. We deliver the technology layer in five to eight months; a national footprint is a multi-year commercial effort with real working capital. Buyers who succeed start in one or two states, prove unit economics, then scale on a platform built from day one to handle it.
What an Agency Banking Platform Costs in Nigeria
Every network is different, so we scope and quote per project — but buyers deserve real numbers instead of "contact us for pricing". A Musskart build runs from ₦5,000,000 to about ₦30,000,000, driven mainly by how many rails you connect and how complex your commission and settlement rules are.
Agent Network Starter
₦5,000,000 – ₦9,000,000
Onboarding with BVN and NIN verification, wallet and float ledger, a white-label agent app, core transaction types on one rail, flat commissions and an operations dashboard. Enough to run a real pilot.
Full Super-Agent Platform
₦10,000,000 – ₦20,000,000
Sub-agent and aggregator hierarchy, POS terminal fleet management, tiered and banded commissions with overrides, automated settlement and reconciliation, dispute workflow, aggregator portal and compliance reporting.
Aggregator / Enterprise
₦20,000,000 – ₦30,000,000
Multiple acquirer, switch and processor integrations with failover routing, an Android terminal app, deep three-way reconciliation, a fraud engine, high-volume architecture and priority SLA support.
Prices cover discovery, design, build, testing, training and go-live support. Hosting, terminal hardware, gateway and verification fees and annual maintenance are quoted separately. How the Build Runs — Kickoff to Go-Live
1. Discovery and commercial modelling
We map agent categories, transaction types, rate card, settlement cycles and limits, turning your commission model into a specification.
2. Rails and partner mapping
Every dependency — bank, switch, processor, PTSP, verification provider — identified and credentials requested in week one, because partner paperwork usually moves a launch date, not development.
3. Ledger and transaction design
Chart of accounts, double-entry postings, the transaction state machine, idempotency and reversal policy, and the reconciliation model — signed off before feature work begins.
4. Core build in two-week sprints
Onboarding, wallets, switching, commissions, terminal management and dashboards, delivered in working increments on a staging environment you can log into from day one.
5. Agent app and terminal app
The white-label mobile app for Android and iOS, plus the smart-terminal app where you are deploying one, tested on real devices rather than an emulator.
6. Controlled pilot
A live pilot with real agents and real money at low limits — where float behaviour, commission accuracy and dispute handling get proven before you scale.
7. Go-live, training and support
Production deployment, monitoring and alerting, training for operations, finance, compliance and support, a documented handover, then a retainer or a clean handoff to your engineers.
